How do I go about getting an NCIB report...can anyone help?

Been trying to get one for my 66 Chevelle for the last 4 years. I have some friends and relatives in law enforcement (including the FBI) and I've had no luck. They are like the sasquatch I'm afraid. https://www.yenko.net/ubbthreads/imag...lins/frown.gif
