WHAT IS THE BEST WAY TO GET THE BLACK SUEDE COLOR LOOK FOR THE TOP OF THE DASH ON A 69 CAMARO ?

Do you mean the effect, rather than the paint code? The suede effect is achieved using a flattening agent and a texture additive. If you have time and patience to practice, a similar appearance can be had by under-reducing and dry spraying.
