Wouldn't it be a 138 on tag. I guess the 396 emblems are for show. Looks like a well optioned car with air and power brakes

136 VIN = Malibu. Some SS trim added along with the buckets and console (761-A Trim code) If it really has not moved in 40 years that HEI dizzy must have been added just before it was parked.

Very possible as I recall HEI came out in 1974/75.
