Yes,came in a small envelope in the glove compt. when brand new.

It's for the front plates I think to reduce the angle of the bumper. This is the best photo I could find. In this photo it is subtle but the lower holes have the plastic pieces behind them. I am thinking it was to reduce the angle of the plate to ensure max visibility of the front plate?
