Help Identify Part - 1971 Monte Carlo

Just more curious than anything.
I saw this strange looking "shield" for lack of a better term attached to the rear end of a BB 1971 Monte Carlo. What are they......just splash shields? Were they used on other full frame Chevys? Paul |
