Electrical Gremlin
 
When driving at night with the headlights on. While waiting at a stop light. Foot on the brake and turn signal on. The tach needle bobs up and down in time with the turn signals.

Where should I start looking to find the culprit?

69 Camaro. Headlights are standard seal beams.

Does it happen when stepping on the brake too?
If not, it may be worth trying another Flasher unit?:hmmm:

I found a broken ground wire on the right headlight on my '69 Camaro a few weeks ago. Both headlights have a ground wire that is attached to the radiator support.

the brake is also being applied when this happens.
