Maybe that 427 is out of a special corvette or passenger car?

I'm still trying to figure out that turbo setup with the homemade plenum. Looks like both the inlet and outlet for the turbo is connected to the intake manifold - ???

I don't get it either. Wouldn't you want to blow through the carb? It makes no sense.

I'm thinking it's a perpetual motion machine.

I'm sure there is an explanation, but I don't know what it is. Maybe the top of that tunnel ram is boxed inside into separate compartments. So the forced air goes through the bottom of the plenum and it sucks from the top?
