Unusual,but not uncommon.They did alot of doctoring up on base models,to make them look like their accessorizied breathern.I have some similar 1970 Chevelle SS Public photos that aren't really SS models.
All manufacturers at one time or another did this in order to meet press photo release dates.

Also the 1970 Chevelle used on the Ft.cover and rear cover of 1970 Dealer Brochure,really isn't.
I have pix showing it as the same thing as this one.
Here's another one from that site,that has a questionable appearance.
