The seller wrote:

It's against eBay terms of service to charge-back PayPal fees against the buyer.
This line disqualifies the auction. I had a friend who was shut down earlier this week for doing the exact same thing.

If Ebay sees this they'll shut it down.
I wouldn't recommend reporting this guy, because he's not a scammer. He probably just doesn't know it's illegal to do this.
