I have used a pressure washer to remove spray bomb paint with good success. The paint doesnt typically bond very well to plastic.

That cowl tag is suspect IMO. 837 alternator is a definate restamp.
Seller started off posting a Fake WS claiming it was 1000% original, then took it down...
