That has actually etched into the aluminum and there's no way you're going to remove that with a spray. IMO, the only way to have a nice machined surface again is to have it remachined.

Years ago it used to say Dan Young Chevrolet on both quarters. I don't know if that was painted on or a decal. Maybe this is the reasoning for asking about original paint?

The font is correct for some LOS cars and sometimes the spacing is not consistent. Also some LOS cars have 7L on the pad and others have L7 and then the VIN.

My Bill Thomas traction bars have the front bracket moved back slightly which is how they were in the 1970-1/2 catalog. I don't know what exact year the change occurred.
