Maybe you could re bend or over break the front stirrup at the bend area so it helps with the J bolt nut alignment? , and maybe elongate/tweak the outer hole too to keep the j bolt vertical?

I’ve seen quite a few repairs like that in Corvette cases too. Maybe slag when it came off the mold, and they simply tig welded it to make sure no sealing issues before machining.

It’s a early issue 1971 Z28, with the cast over oil fill tube hole, late 71 and 72 up had the cylinder numbers on runners. Take bottom shield off to check date, that will tell you.
