I dont think they thought this one out too well. They might want to have their lawyers revise this paragraph as you can get into some legal trouble for releasing DMV info to someone who is not a current owner. These laws were the result of that Hollywood starlet that was stalked and murdered a decade or so ago after the friendly local DMV gave the killer all of her address and bio info.

Of course, existing info you already have (old paperwork) is not covered by these laws. It applies only to getting the past owner info from DMVs. They won't release anything with personal info from prior owners without you jumping through all sorts of legal hoops.

Also, I cant think of any state that has all prior owners listed on a title. That would be a restorer's wet dream having all prior owners listed on a single title document.

So yeah, I think they wrote it with an impossible to meet requirement on purpose.
