Breaks down for T0403CRR = Tonawanda plant,1970,April 3,CRR is an LS6 with turbo 400 automatic.
10B1771xx = 1=Chevrolet 0=1970 B=Baltimore 1771xx=Vin (should match the dash plate VIN)

VIN stamp appears to be consistent with what was sent to me by another member; another Baltimore LS6 oil filter VIN stamp.
