My experience is this is pretty common for project cars not to be titled once sold, so often impossible to tell how many actual owners there have been. I personally have not ever encountered a problem.

with that said, completely agree with William there could potentially be claims on the car, but that could be covered in a bill of sale where current owner is liable for any claims on the title and you could always escrow the purchase price until it is titled in your name if it's a car you really want.

At an absolute minimum, I would get a notarized bill of sale where Seller guarantees clean title.
