In excellent shape (Rubber insert has a few tiny tears on the end of the slots SEE YELLOW CIRCLES) pretty sure you can still buy these inserts.
I did Go back and fourth to have a go at it and ratchet works great.
Not sure of applications for the cable but it came with these parts.
