If, for whatever reason, a vehicle goes to reject for some sheet metal changes, there are racks of painted hoods, fenders etc. ready for a quick change. These racks or "banks" are kept full so that the delay in shipping of the vehicle is kept to a minimum. This is probably what happened to your car.
