That's backwards. Body #'s were assigned when the order was accepted into the system. VIN was assigned when the body was produced (right as it left the Fisher body side).
COPOs were built when the parts were available. When & which cars were built was the job of the scheduler at the plant.
Norwood had no space, they built the cars and then they shipped them. There were always shipments going out to different areas of the country, I don't think that figured much into the scheduling.
