Just my opinion but I'm guessing manufacturing capacity. Those wheels were standard on Chevelle SS and they were selling all they could build. Every system has constraints and they probably needed all the N66 wheel production to support Chevelle sales.
There are other examples of Chevy production capacity limitations-1967 327 Corvettes with 427 hoods, 1968 Chevelles with Buick interiors, certain 1967 Camaros being built with interiors other than the one they were ordered with, 1969 COPO BE axles. Also the 1969 Chassis Service Manual lists the LT1 engine, never offered due to Z/28 sales taking off.
