I think you can use the same rule of thumb with Novas as X66 camaros. The black simply doesn't show up well enough on some of the darker colors to warrent it.
I've seen some Novas that had the black out without the lower rocker chrome, although the most common is with the double chrome. I sometimes think they used the same logic with this as the rocker curtains on 68s.
