
That number is not consistent with any type of CON VIN from a 1971 model GM product. The CON VIN format should be N1Lnnnnnn, where
N = a number designating the GM division of the car (Chevrolet would be 1, and I believe Pontiac is 2)
1 stands for model year 1971
L = a letter designating the vehicle assembly plant
nnnnnn = the last six digits of the sequential VIN of the car
Colvin's book makes no mention of anything regarding the TCS switch provision
