I've got 2 KC '69s here. Both were painted between the moldings not above the upper moldings. Both had the black paint extended on the quarter extensions also, supporting the belief that the quarter extensions were painted on the car but temporarily extended maybe 1/2" to get the paint in all areas and not bridge between the two.
I've personally stripped both cars of their original paint.
I've also had quite a few SS parts cars that were only painted between the moldings. Some were Fremont cars, a couple more KC cars.
Not saying it couldn't have happened, but my take on assembly line anomalies...I'd go with the mainstream unless I had iron clad documentation. It'd still be a tough call, knowing I'd constantly have to defend the decision.
