Any tractor mechanics here?

This is my first time splitting a tractor and replacing the clutch.
Tractor is a compact made in Japan tractor from the 70's.
7.25 inch clutch discs, one for the main clutch, another for the pto. Same as some old MF tractors, 3/4 inch 10 spline and 1 3/8 inch 19 spline.
You push the pedal in half way to disengage the main clutch and continue all the way down to disengage the PTO clutch.
There are no coil springs in this set up; just one large cone type spring.
So; here is my question: in the last pic, you can see a feeler gauge. I need to know how much free play needs to be in that area. There are three bolts like it; each with a lock nut at the bottom. There MUST be SOME free play, or the PTO clutch would not disengage.
I found a pic on line of a Kubota clutch that works on a similar principle. The free play on that one is .039". Because my old PTO clutch was in pieces, there was no way to measure what it was before disassembly.
Any help appreciated.
