I'm hoping it's the first scenario and the laws are just keeping this from happening, because if it's the second scenario I'm SOL and that's disappointing knowing something could be done in that instance. Libby is the only person I've even been able to have contact with after weeks of trying snail mail, phone calls and emails. She is the only one that bothered to respond. So I feel my chances of getting someone else are about as good as winning the lottery.
