Liberal application of Meguires number 7 with a foam applicator - allow to dry overnight - use a cotton diaper to remove film.
Repeat
Repeat once again.

Once the paint it hydrated and looks like actual an actual GM lacquer finish you can go about with the correction of chips, scratches, & other blemishes etc.

Go around the car with masking tape and mark every area which you will fill with touch up
&
preferably with another color tape mark any scratches, scuffs, anything other than color replacement.

Go around the areas which will not be touched up any scratched areas and use a fine cleaner or a swirl remover and hand polish on the scratch, (something which is very low on cutting) you want to shoot for approx 50% improvement in the scratch or scuff - from the up close perspective.

IF done selectively and addressed individually (vs machine buffing areas) a 50% improvement in scratches can easily be achieved without removing the fine lacquer surface texture while dramatically improving it's exterior presentation.
