Is this correct for 69 camaro front licence plate bracket mounting and top bumper ?

Ah, no. White plastic square with large flat head screw (shorter then what you show). I have a whole bag of repro ones.
For the bumper it was shorter and more rounded (stubby) then the one shown.

I believe the top hardware is correct for mounting license plate bracket to valance.

1st photo with the clear standoffs are correct for Nova bumper. May be used on other bumper mounted plates.
