There's definitely some filler hiding in plain sight, but I'd clean it up, get it safe, and drive it around a bit. I think it would look great with a good set of wheels and tires, and some work to straighten out the hood. On second thought, that hood might have to go...looks to be skim coated with a good layer of filler.
