Default Does a 140 speedometer on a COPO make it a 9737?

I was talking with a guy that has an original COPO and he says it has the 140 speedo in it. Would that make it a COPO 9737 or are there other things it needs to have that. It's an original black/black car with 49K miles.

COPO 9737 included the 140 mph speedo, 15 x 7 rally wheels with E70 x 15 tires and a 13/16" front stabilizer bar.
