Default Guage diameter

I'm going through some vintage gauges and would like to know where are these beasts measured? Around the chrome housing or at the back of the actual unit itself?
Might seem like a stupid Q, and it most probably is, but...

I don't think it is a stupid question at all. I don't think there is a real answer.

Some guys call the small gauges 2 1/8" and others call them 2 3/8". Some call the large gauges 2 5/8 and others call them 2 3/4".The difference is one measurement is the hole size the gauge fits in and the other is the outer diameter of the bezel.
