How does one rack up 8,000 miles on a vehicle that has never been titled?

Dealer plate (or "in transit repair" plate)?

I have to laugh when I recall seeing a new red one of these sitting on a local Plymouth lot for a couple of years before it finally sold. Times have changed, but back then (early 70's) I think that car with that rear spoiler wasn't something most people wanted to be seen driving everyday.
