Here in Wisconsin we're required to use seat belts by state law. My question is, Is there any state or federal law that superceeds the seat belt usage by a vehicle year exemption? Basically, what year car are you required to use a seat belt in? I didn't exactly know where to post this; I figure this is the best place.

It's my belief that the federal mandate for all US cars to be built with seat belts began with the '66 model year. Here in N.J., we have many seat belt "laws" as far as ticket offenses, however, belts are not required in any vehicle prior to '66. Pre-'66 cars are not inspected for them nor are tickets given for not having (using) them.
