Hard to tell for sure w/o seeing some pics, but my guess is you're actually looking at the air cleaner base for a 67-8 small block Camaro. They were the same diameter as a '69 CI units and shared the similar "flat bottom" stamping, however the air snorkle is situated on the opposite side because of the 67-8 alternator orientation. These 67-8 air cleaners used a large diameter lid to create a closed element design, the 69 CI type used the 14" lid that sits inside the base. FYI, a 69 type CI flange and seal will actually fit right on the 67-8 base unit and can be used with the 14" lid and element, which could be cool if you were trying to retro fit a CI setup on a 67-8 Camaro, just a thought. Happy hunting for a 69 flat bottom, they're getting very rare and very expensive these days. Hope this helps.

here are 4 pics, on the left is a NOS 69 service replacement air cleaner (has been sandblasted) and on the right is the mystery flat bottom air cleaner that i am trying to identify. they are totally identical except for the position of the air horn and one on the right is a flat bottom and the left is not.

I tend to agree with my brother, that "flat bottom" one is actually not a cowl induction air cleaner. Its a closed element pre-69 air cleaner with the cowl induction style lid. I got stung with one of these myself once, not realizing what it was until after I bought it. All CI air cleaners have the snorkel pointing towards the passenger side fenderwell when installed... what you have is an earlier non-CI, closed element air cleaner with the original lid swapped.
