Sagging pants..go to jail

Here in Flint Mich, we have a new Chief of Police. Actualy the City is a laughing-stock because of the Mayor, Police Chief and the City Council. Chief announced that if his officers catch someone with pants below thier waist, ticket them or jail them. Oh by the way, we have the one of the highest crime rates in the Nation. Just watching the news and found some humor in that.
