I bought one worse than that about 15 years ago. Frame had sections of a donor bolted over the rust holes, as well as a donor trunk pan laid inside. Completely gutted and stripped of anything of value. When I got the bolts out of the front fenders to body the frame forward of the firewall fell on the floor. You could tell the car had been driven for some time like too.
Drove to Aline OK, bought a frame and donor body parts and built a car from there.

Someone may have called and ordered the PHS. I'm thinking they haven't noticed the rivets, or have a better body to drop all drivetrain into and don't care. At first glance, with all the paint, I didn't really pay attention either, but then, I'm not a bidder, or I would have.
