does anyone recgonize this car? looking for any info. last known info was columbus, ohio in the 70s

Friends looked at this....
Needs re restored. So much obvious stuff is way wrong throughout. Seems to be a average home restored car of low dollar caliber. Its been for sale for 2-3 years in various media.
