That's a 1970 Passenger,(Impala/Caprice)w/o EEC cap that was later carried over to the 69 Velle in the Mid 70's..
The 1968-9 Chevelle & Passenger used a non vented cap #1376973 originally. |

In '69 The coupes and sedans got the non-vented cap. The vent lines came off the front of the tank. The wagons and el Caminos were vented because the filler neck was well above the tank.
