Default Parcel delivery problem

I sold a DF rally wheel to a guy on ebay. FedEx Home delivered it and left it without getting a signature. (This is the same practice my UPS guy follows for me, he just stacks the boxes by my garage door and leaves) The buyer says that he did not get the wheel. I have called FedEX and they are looking into this. The package was insured for $300. Does FedEx pay in this case? Or do they leave it to me and the buyer to settle up? Thanks for the help.
