Sam, that looks like a vent for a 69 gas tank.

P.S. Grady reminded me [img]<<GRAEMLIN_URL>>/scholar.gif[/img] that altho the Camaros got vented gas caps in '69, the Chevelles did not. So, they came up with this fix to address overpressurization of gas tanks particularly on hot days.
