I've been saving anything that I come across. Why would anyone want a clear title to go with a trim tag?

At the Atlanta Super Chevy show last weekend there was a guy with about 20 matching VIN/Body plates for sale. He would even write you a "Bill of Sale" so you could register your car ( GA does not require a title on older cars). I saw quite a few people with lists of VINs looking through the plates. Kinda makes you wonder...
