PA Titles (car with no title)

I probably should of asked first but I see people do it all the time. I bought a car with no title so what do I have to do to get a title in PA? The person I bought it from got it at a house he bought at an estate many years ago and has never titled it or has no information about it such as a name or address any more. It may have been titled in NY since the last inspection was from there. What about those ads in old cars magazine for titles has anyone ever used them and how much was it.
