If it's an "F",and not an "R",that would stand for FLINT Michigan Assembly plant.In 1967-68-69,they were only manufacturing the Larger GM "B" body:
Chevy Impala-Biscayne-Bel Air-Caprice. Pontiac Catalina-Excutive-Bonneville. Oldsmobile Delta 88.
