I know in the early '60s nothing was painted Chevrolet Orange at the plants. The key is to look at the A.I.M. Anything that was assembled to the engine at the plant was either black, natural or plated. There were assembly differences between the two plants however before the engines were painted, such as the generator/alternator brace. Flint small blocks had the brace installed at the plant and it was black. Tonawanda small blocks had the brace installed at the engine plant and were painted orange along with the engine.

As for the two engine plants, since GM owned them both I'd think that they both received the same paint. From originals I've seen, I see no difference between the two plants through the mid sixties.
