I don't think the data plate was sandblasted - I think that's the white paint that they sprayed on the 67 tags for some reason. I have seen that on a lot of original 67's. Any rhyme or reason why this was done? Visibility for the assembly line workers?

I don't think so.

The line workers could refer to the build sheet, which was certainly more visible (and more comprehensive).

The cowl tag is an early version of what we now call the SPID (Service Parts ID) label.
