Is that a typo, or what does the amp mean.

I've learned to use the word "and" instead,shortly after I typed that after many Bulletin Board sites in the early years of the internet were coding it how you referenced it. I've noticed nearly all the BB sites have upgraded since then to recognize it as written today.
