Caveat Emptor-VIN tag problem?

Reported VIN 124379N521437 Ad states: "Ca built and registered car Black Ca. Tags." Car is an SS-RS convert; that's a Norwood coupe VIN. Engine bay photo appears to show a 2nd design Norwood tag.

Wow. Swapped VIN is even worse than just a swapped trim tag. And everyone knows how I feel about fake trim tags.
Looking at the possibility of having your car impounded!!! Even without both tags being swapped, there is no way that car is work $179K.
