So the seller is clear if the rusted body and tags are sold. What about when the buyer swaps them to a new or different body?

If the tags are still attached to the car, he is just selling an old rusty car with a title.
If the buyer puts the tags on a different car, then the buyer is committing a crime. (But that issue has been covered ad-nauseum in a dozen other threads). |
