Again, the NCRS already has the same Funston#'s in their database as of 1968, see below.
Unless your zone/dealer # is something different, all may just be a simple mistake?

Default NCRS data report service vs. on-line database

NCRS data report service does not use the NCRS on-line table or database to issue information. NCRS uses the official information provided by GM. From what I have heard there are a few GM databases where they first obtain the zone and code and then cross-reference that to another database or 2 that cross references the zone and code to a dealer. The NCRS on-line database displays entries by people who provide the information based on their own information and documents. NCRS does not deem this information to be official GM info.

NCRS would not print "Funston" on my shipping report that I ordered either. Had to send them several of my docs before they would change it for me. My grandpa purchased our rally green z/28 there in 1969 and I have virtually every piece of paper that came with it.
They required multiple pieces and eventually the campaign claim for the "stop engine lift" recall convinced them. They sent me an updated report and I was told that my information was used to update the database... Seems you are having the same issue. GL

If you have already done all the leg work and NCRS has updated their internal databases, John should not have to go through the same process. GL maybe you can send John some information that may help him accomplish the same results as you had?
