It's the 1 way vacuum check valve used on 1970-72 SS Chevelles with working Cowl Induction hoods.
It was originally gold anodized on one side,and black on the other.

Wow, thank you very much. Yes, I can tell that it was gold and black. It still has some of the original finish. The light from the camera faded the colors in the picture.
