Because he is so close to the car, he's probably scratching the paint with either his belt, zipper or maybe if there are rivets from his shorts. Not good.

are those plastic inner fenders on the blue '70 Chevelle original?
I only ask because a friend of mine has them on '70 Chevelle his race car...

Don't know but will check on originality of plastic inner fenders. Plastic were possible on 70s. I have seen one plastic and one metal on same car reportedly original from the factory that way.
