During the 90's, it was fairly well known that a GM product ignition could be accessed by breaking the collar of the column and from there there was just a slide switch of sorts that you put a screwdriver on and pull forward to emulate the key being turned. The columns were easy to break and not alot to protect them from theft.
Note....I did towing for an auto body and saw these frequently., I was not a car thief
